The Harbor Line:
- provides permanent flood protection for all 21 communities on Boston harbor;
- generates enough cheap, clean renewable electricity to retire 2-4 gas-fired power stations;
- creates access to the harbor islands national, state and city parks, competing Olmsted’s “Emerald Necklace”.
It costs $4bn and pays for itself (with a $200m cash surplus after debt repayments) through electricity revenue and payments-in-lieu of flood insurance (at a 25% saving vs flood insurance). It costs less than half what the US Army Corp of Engineers proposes to spend to protect only Boston.
